Public Office
- Affidavit of Candidacy: All candidates must file affidavits
stating, in part,
-
- the name of the office sought,
- that the candidate is an eligible voter,
- that he/she has no other affidavit on file for any other office
for the election,
- that the candidate meets the qualifications for the office;
- that the name listed on the affidavit is the candidates
true name or name by which the candidate is commonly known in
the community.
A candidate for county office who will be out of the state during
the filing period may file an Affidavit of Candidacy and any required
filing fee or petition during the seven days immediately preceding
the candidates absence from the state (Minnesota Statutes 204B.09).
The appropriate filing officer should be contacted for more specific
information. Affidavit of Candidacy forms may be obtained from the
filing officer.
Filing Fee: A filing fee must be paid
at the time of filing the Affidavit of Candidacy. A candidate who
provides the filing fee by a check or other instrument for which sufficient
funds are not available will have his or her name removed from the
ballot and is liable for all costs incurred by election officials
in removing the name from the ballot (Minnesota Statutes 204B.11).
- Filing fee amounts:
- County Office: $50
- City of Mankato Office: $20
- Soil and water conservation district supervisor: $20
Qualifications for Office: Every candidate must state on the
Affidavit of Candidacy that the candidate is an eligible voter, will
be at least 21 years of age when assuming office, and will have been
a resident of the district for at least 30 days before the general
election (Minnesota Statutes 204B.06).

Ministerial Credentials
There are two types of marriages in Minnesota. One being the civil ceremony which is performed by the individuals authorized through the courts. Second being a religious ceremony which is performed by ministers of any religious denomination. Before a minister is authorized to perform marriages within Minnesota, they must file their "credentials of license or ordination" with a local registrar within the state of Minnesota.
For religious denominations who do not require their officiants to be ordained or licensed (such as the Amish) - statute allows a "letter of authorization" from their church leaders authorizing that individual to perform marriages for their spiritual assembly.
It is suggested that the original document (ordination or letter authorizing) be submitted to the office for the local registrar to make a copy of that original and attach it to the Certificate of Filing. The submitter needs to read and sign the "certificate of filing". Only original signatures are accepted, not copies of a signed certificate filing. If the minister would like to do this process through the mail and does not want to submit his original document through the mail - they can be sent the certificate of filing. Ministers must make a copy of their credentials or letter of authorization, attach it to the original certificate of filing form, complete the form and submit both to the local registrar for filing.

Notary
Commission Registration
To become a Notary Public, you
must first go through the MN Secretary of State by visiting their website at www.notary.sos.state.mn.us or call (651) 296-2803. Once you receive your
notary commission, you must record your notary commission certificate at the county seat of residence.
Recording Your Notary Certificate
You may record your Blue Earth County notary commission in person or by mail. You will need:
- Blue Earth County notary commission certificate
- $100 fee, payable to Blue Earth County
- A driver's license (when mailing in your commission, send a copy of our drivers license with your signature written under it for filing.)
Make check payable to the Blue Earth County. You may pay by CASH
or PERSONAL CHECK only. We currently do not accept credit or debit
cards. Orders are NOT accepted via the Internet.
After your commission is recorded, we will return the notary commission
certificate with a certification stamp on the backside with a receipt.

Issuance of Jurat/Notary Certificates
This authenticates a Notary Public's signature and validation. Applicant
must present the document needing verification. The fee is $5 per
certificate. |
